During installation there is a "custom installation" option that allows you to de-select installation of that toolbar.
As far as "cannot be uninstalled" is concerned, did you try an uninstaller utility like Revo Uninstaller (free, available here on CNet - no SPAM/malware)? Sometimes Revo works better when a program's uninstaller doesn't clean up all associated files and registry keys.
If the toolbar you're seeing is in your browser, check your browser add-ons to see if you can disable the toolbar there.
In the future, be sure to watch for "Custom Installation" options in freeware programs downloaded from CNet. Many such programs try to sucker you into doing a "recommended installation" that includes things like the Ask.com toolbar, and making Ask.com your browser's home page. Such a "recommended" installation is usually selected by default - BUT you can usually select "custom" installation to prevent any extra toolbars and browser home page hijackings.
