From Gregory Braun :File Editor is a small file utility that allows you to view and modify binary files. You can search for specified hexadecimal and ASCII strings. Most commonly used menu commands are available on the application's toolbar ribbon. File Editor can be configured to optionally place its program icon in the taskbar notification tray.

"clunky GUI but its ok for small files"
Pros: The program seems to work ok I just need it for small files.
Cons: The program was designed by someone who doesn't use it much (I assume) so things aren't quite so obvious and user friendly. For example to start editing you have to click to choose whether or not to edit the ascii or hex or use a shortcut key. If I had clicked on the hex then I should just be able to start editing it.
Here are some other annoying qualities:
fixed window size that cannot be increased
highlight selected character with yellow cannot be seen well or changed, how about red...
arrows take you around the screen but not to scroll up/down the down arrow simply takes you to the top of the next column for example kind of silly
I don't think I will buy it when my 30 days are up.
