Small download, small size, small memory footprint.

Does not work, isn't intuitive, incomplete, why add icons whose functions are not "implemented yet" as the pop up will tell you. Print preview, none functional, and won't print.

My web app http://freepassportphoto.dyndns.org/ is even easier to use. It requires no installation, and uses face detection to automatically crop your photo to specification, and yes its free. So you get all the advantages with no installation hassle.

Tried downloading this 3 times and each time, after installing, when I opened the program nothing happened, could not get any of the buttons to work, not even the help button.

The Passport Photo program (PPP) is free, easy to install, very easy to use. I personally thank the creator of the program and CNET. Here is a link where you may watch a video about how this program works. Although the video is about another program that costs about $9, PPP works very similarly:

While installing PPP, it asks you permission to install Microsoft Framework, don't forget to give the permission. It also asks permission to update itself. Allow that too? -

First time user may not like the program because only function that work is import and export, and you have to played around to find out how this program works, but it's worth spending a few minute to find out how. See bottom line summery on how to.

I like this, it save me MONEY!!!
Note: You must installed Microsoft Framework to use this program.
After installed the software. Open DIY passport photo from Start menu. under File menu, click import, then pick your photo.
Fit white frame around face in the photo by left click your mouse over the white frame. Then drag it, one side at the time. (You may have to move your mouse very slow to make frame line moves properly). Adjusted white frame so that face is fit in the frame box. Then double click face in the white frame. Now your Photos x2 will appears in the program window. You can add 2 different pictures to the same session, go to file>import and select photo you want to use again, adjusted frame then double click in the frame, repeats for the third photo. when done, this will give you 3 sets of 2 pictures on the same print. When you are done with all photos, click file>export, and save your passport photo in .jpg. I uploaded it to my local Walgreen Photo which cost me $0.19 for 3 sets of passport photo. That a big saving.
Tips: Take picture with a good camera on the white background, you may have to use photo editing software to remove shadow or color background. But if you have good picture already, this is all you need to do. It's pretty easy. -

Absolutely Free. Save money doing your own passport photos.

No help function. I had to play around with it a little bit to understand the process. I had issues when the program is maximized (view); I cant seem to drag the crop lines. However, when I re-opened it up on it's default size when open, it worked.
Summary
THIS SOFTWARE WORKS! You just need a little patience navigating through the program. I spent $0.20 total (one 4X6 sheet) for passport photos for my 2 kids and myself. I saved at least $25 just doing it myself. SHWEET!
