A good set of tools for the price. It is available for free with the WACOM Grafire4 tablet which you pretty well need.
Cons
Steep learning curve for many users. Brush settings are arcane. No very wide brushes as in ArtRage.

Pros
I am an avid photographer and was always looking for something new on the computer to enhance my photographs. Corel4 is it! There are so many options that I can just experiment for hours if I want to. It is also very easy to use and easy to change your ideas about how something should look. I would reccomend this software to anyone ready for the next step in designing their own pictures and photos. It gets an A+++++ from me.
