Use it if you own the licenses. I don't know Boreland's or license rules now that it is retired / no longer supported.

After looking over the shoulder of a co-developer that uses it, it seems like a handy tool.
Cons
I can't seem to get a copy (via CNET); and I don't even see it listed on Borland's site.
