Publisher's description of Civilization IV Immigration mod
From TheLopez:Immigration has always been a part of the history of the world and now it can be part of the history of your game. There are several conditions that can cause a city to spawn immigrants: war, sickness, unhappiness, lack of food, etc. Any of these situations can cause a group of immigrants to leave from one of your cities to another city that may not necesarly be yours.

"Good Idea but can't be executed"
Pros: I always though Immigration should be already in the Civ games and with this i thought it would
Cons: Nothing works... no customizable options if they exist... nothing happens it just loads and basically thats it...
I tried this on the most recent patch on Civ4 4 and on Warloads expansion nethier work

"Excellent idea, still pretty rough"
Pros: (reviewed: v0.4.5)
I really like the idea, and it does add flavor to the game - if you found a new city
where there's plenty of food, immigrants from that continent will come if you haven't completely botched your city setup. Without it, historic growth patterns across civilizations never would occur in the game - you're limited simply to the city all by itself without building lots of expensive settlers which must still stay within the civ.
Cons: Problems:
- you never know why they're leaving
- immigrants can't cross water
- if you have a happy city, they may move in to your city from another civ & take it over - back to the unhappy civ they came from! That's not quite how it usually works - they typically leave to get away. There are notable exceptions (e.g., Texas), but it's certainly not the rule.
- I built the Globe theater (no unhappiness in the city) and almost everybody on that continent moved to that city. Other cities shrunk below ten while that city grew beyond 25 - beyond its food supply and health, continuing to starve many of the immigrants that came from other perfectly good (i.e., happy & healthy) cities. If I could have destroyed the Theater for that game, I would have been much better off on my main "home" continent. I ran into similar but less extensive problems on other continents.
I really like the idea a lot, but until it's executed better I'm not going to do it again.
