Takes a little getting used to how the game is played, but once you get the hang of it, it's easy...and fun.

I also got the missing dll file error. (Read my bottom-line for how to resolve this issue.)
Summary
If games and programs require certain files that are not already normally on operating systems, they should be integrated within the program and put where they need to be when installing the program. Clearly, this game needs a particular dll file in order to work, but is not included with it, making this game incomplete.
Fortunately, there's an easy fix. I also got the "missing d3dx9_31.dll" error and it told me to try reinstalling the game, which I did, but it still did not work. I googled d3dx9_31.dll and the first in the list of results had the answer.
Go to http://www.dll-files.com/dllindex/dll-files.shtml?d3dx9_31 and click where it says "Click here to go to the download of d3dx9_31.dll". After the zip is downloaded, unzip it and follow the instructions in the readme, moving the dll file in the correct directory (C:\WINDOWS\system). Once that is done, try the game again and it should work.

I WAS UNABLE TO PLAY THE GAME. I would not start because it could not find d3dx9_31.dll. I downloaded again and reinstalled but same error.
