This is a simple program with all the basics, great for the tiny download size, easy to use, and a okay popup blocker if you don't really want to download other files which are 1MB +
To delete IE Popup Blocker, simply get the MoveOnBoot.
Even if your internet is so fast that it doesn't really matter if you download 1 Kb or 1 Mb, you should still consider this program for a temporary program (if you don't go on websites that have ads, make it into a long term choice.)

It doesn't allow for automated exceptions. However you can manually allow the popups you want.

Not very effective and good because:
1) Many pop-ups simply slip through and still "pop up" :)
2) Even those pop-ups that are blocked keep flashing on the screen obstructing my browsing and obscuring main window of the browser

Simple to use, simple to remove if you decide you don't want it, and it's free. Just copy the icon into your user startup folder and your set. Hit CTRL while clicking on a link if you want to suspend the blocker - or right-click the icon in the systray and click suspend.
