AniTuner lets you create, edit and convert Windows animated cursors (.ani files); use animated cursors to customize the appearance of Windows (desktop themes), or convert and insert them as animations in Web pages, e-mails, documents, manuals or even applications. AniTuner can create animated cursors from animated GIF and AVI; import existing images (BMP, GIF, PNG, PSD, CUR, ICO) to turn them into cursors or animated cursors; add/edit/remove/move frames, change their duration with real preview; export animated cursors to animated GIF, AVI, static BMP and Flash SWF. AniTuner handles all cursor sizes (not only 32x32) & color depths (from 1bpp to 32bpp). Special support for 32-bit cursors with a 8-bit alpha channel (Windows XP cursors). The package includes a context-sensitive help file, an online animated tutorial in Flash format, some sample animated cursors. Full freeware program.

InfoStealer found by norton antivirus, I would not download this.
Summary
I haven't run it, I removed as soon as I could. Norton found the info.stealer just after it installed, please don't download.

This program looked good untill Norton AV reported that its uninstall.exe to be an Infostealer. I can't find any info about this when googling, but i have to take NAVs warning serious...
Cons
Very disappointed about that sort of programs is being distribuated by download.com :(

The program is easy to use, takes little disk space, and does provide great cursor (or pointer) animation creation.
Cons
The program uses your default graphic program, which can be a little tedious when editing more than a few frames of animation. The program would be fantastic if it included a graphic editor to reduce the swapping back and forth between programs.

This program is difficult to use when trying to create a new animated cursor.
I could not find a button where I could use a grid to fill colors, etc.
But, this program's other functions are very simple and easy to use.
It's easy to edit animated cursors, and it is easy to find every animated cursor on your pc.
Works fine using WindowsXP.

The file size is nice and compact, and the program is well built (cosmetic wise).
Cons
The AniTuner is very tedious to use. It redirects your computer to your default image editor (mine is adobe... takes a while to load). There is alot of Jumping around to do and is not very convenient. I suggest Cosmigo's product. Also I am running windows 98 and have encountered MANY problems when running this program.
I ran this for 3 minutes, got sick of the problems and jumping around and uninstalled it.
