i think there is no animated plugins, like in ULEAD PHOTO Impact.
but it is recommended for others which are not known good in photo digitalising -

I've used Photoshop 7 and it came with a slew of features.
Photoshop CS actually comes with less, but requires more memory and processor to run. Plus, some of its tools got more confusing. It's not worth it.
I'm sticking with PS 7. -
