It will not make a clip less than 5 seconds. Careful clicking on the download and install as it will ask you to install a toolbar.

cut and add fade effect, converts high quality Wav file to mp3. simply choose bit rate 32 to 192 and wala.
I've try and tested a few other ringtone makers to this a most reliable and is free. -

This software works great. Easy to download. I was able to convert my wma files to amr files, creating new ringtones that were compatible with my LG Banter Touch phone.
Cons
I had no problems with this software.
