I downloaded and tried all the tuners on this site and this is unquestionably the best of them. This program is simple, easy to use, and allows you to customize the "tuning presets" for any type of instrument. Forget the other tuners, this is the one you need.

It's a shareware but you can distrubute it freely, plus you it is not a trial software, you can use it as long as you want. (it's not a must to pay for a full version)

This thing rocks! It is very responsive, has a tone position indicator at the bottom as well as seeing the needle move on the screen. Has over a dozen preset open tunings for slide players. Does Bass and 12-string as well. Can change the color of everything to suite your fancy.
Most importantly, it really works.
Cons
I have yet to find any drawbacks to this program.
