    Free icon manager that works well

    Cons

    Dows not work with TIFF files.
    Has not been updated in a few years.
    May not work with Windows 7.

    Summary

    From his website:
    "Create icons for Windows 98 / ME / 2000 / XP / Vista"

    Cnet does not include Vista as one of the support OS's.
