    "Why isn't this part of windows?"

    Pros

    Extremely intuitive, you want your mouse wheel to scroll where your mouse is...this does that.

    Cons

    Can't think of one.

    Summary

    A very handy utility, you'll love it and when you use a computer without it you'll find yourself annoyed.
